The Cairo-based Extra News reported names for new ministers in the new cabinet to be sworn in before President Abdel-Fattah El-Sisi on Wednesday.

Ahmed Kouchouk for Finance

Ahmed Kouchouk will be replacing Mohamed Maait as the Minister of Finance.

Maait has served as Minister of Finance since June 2018.

Kouchouk has served as Deputy Finance Minister for financial policies since March 2016.

He served as an Economic Expert at the World Bank in Cairo since June 2013.

From May 2011 to 2013, he served as the Deputy Assistant Minister of Finance for the Deauville Partnership, a partnership established by the G8 in 2011 to assist Arab countries.

Kouchouk graduated with a Bachelor of Arts in Economics from the American University in Cairo in 1998.

In 2002, he earned a Master of Science in Economics from the University of Yorkshire in the UK.

He also holds a master’s degree from the John F. Kennedy School of Government at Harvard University, which he obtained in 2010.

Karim Badawi for Petroleum and Mineral resources

Engineer Karim Badawi will be replacing Tarek El-Molla as Minister of Petroleum and Mineral Sources.

El-Molla served as Minister of Petroleum and Mineral resources since 19 June 2015.

Badawi has served as the Regional President of Schlumberger (SLB) for Egypt and the Eastern Mediterranean.

The US oilfield Service company Schlumberger participated in the project to develop the petroleum sector in Egypt by establishing a digital platform in collaboration with the Ministry of Petroleum, known as the "Egypt Exploration and Production Portal,” according to Egyptian media
This portal provides comprehensive information about investment opportunities in the Egyptian petroleum sector and highlights the investment advantages and facilities offered by the state to investors in the sector.

Badawi graduated with a Bachelor of Science-Mechanical Engineering from the American University in Cairo in 1991.

Sherif Farouk for Supply and Internal Trade

Dr. Sherif Farouk will be replacing Ali Moselhi as Minister of Supply and Internal Trade.

Moselhi served as Minister of Supply and Internal Trade since 16 February 2017.

Farouk, a veteran banker in the private sector, has served as the chairman of Egypt Post since June 2020.

He served as the CEO of Nasser Social Bank from February 2017 until 2020.

Farouk is a graduate of Ain Shams University.

Mohamed Abdel-Latif for Education and Technical Education

Mohamed Abdel-Latif will be replacing Reda Hegazy as Minister of Education and Technical Education.

Hegazy served as Minister of Education and Technical Education since 13 August 2022.

Abdel-Latif served as the Chief Executive Officer of Nermien Ismail Schools.

He graduated from the University of Helwan with a bachelor’s degree in Tourism and Travel Services Management.

He holds a master’s degree in business development from Lawerance University in the US.

Abdel-Latif also holds a PhD in Education Reform from Cardiff City University in the UK.

Maya Morsy for Social Solidarity

Maya Morsy will be replacing Nevine El-Qabbag as Minister of Social Solidarity.

El-Qabbag served as Minister of Social Solidarity since 13 December 2019.

Morsy has served as the President of the National Council for Women (NCW) since 2016.

In 2022, Morsy was elected by UN member states to the United Nations Committee on the Elimination of Discrimination against Women (CEDAW) for the term spanning from 2023 to 2026.

Morsy earned a Bachelor of Arts in Political Science from the American University in Cairo in 1995.

She obtained an MBA from the City University of Seattle in 1997 and an MA in Public Administration from the same school in 1998.

In 2008, Morsy obtained a PhD in Public Policy from the Institute of Arab Research and Studies in Cairo.

She served as the Regional Gender Team Leader for the Arab Region at the United Nations Development Programme (UNDP) from 2014 to 2015.

She worked as a Project Coordinator at the United Nations Development Fund for Women (UNIFEM) from 1999 to 2000.

Morsy also worked as a Consultant for the Girls Education and Empowerment Project at the Ministry of Education from 1998 to 1999.

Earlier, she served as Project Officer in Egypt at the Sustainable Human Development Platform for Action and Monitoring from 1995 to 1998.

Adnan El-Fangari for Justice

Judge Adnan El-Fangari will be replacing Omar Marwan as Minister of Justice.

Marwan who served as Minister of Justice since 22 August 2022.

El-Fangari graduated from the Faculty of Law at Cairo University.

He has served as President of the Court of Appeal in Assiut since 2021.

Previously, he held the positions of President of the Court of Cassation in Alexandria and President of the Court of Cassation in Qena.

He also served as Deputy to the Public Prosecution for Inspection in the mid-2000s.

Mahmoud Esmat for Electricity and Renewable Energy

Mahmoud Esmat is replacing Mohamed Shaker as Minister of Electricity and Renewable Energy.

Shaker served as Minister of Electricity and Renewable Energy since March 2014.

Esmat has served as Minister of Public Business Sector since 13 August 2022.

He is a graduate of the Faculty of Engineering at Cairo University.

He received a PhD in Engineering from Dalhousie University in Canada.

Esmat served as the Chairman of the Board of Directors of the Airports Holding Company between 2014 and 2016.

He served as the Chairman of the Board of Directors of Cairo Airport from 2013 to 2014.

Hassan El-Khatib for Trade and Investment

Hassan El-Khatib will be the Minister of Trade and Investment.

El-Khatib is replacing Ahmed Samir who served as a Minister of Trade and Industry since 14 August 2023.

Trade and investment, which returns as a ministerial category in the cabinet after being cancelled in 2019, were merged into one ministry in the new cabinet. 

El-Khatib is an economic expert with decades of professional experience in investment banking in Egypt, North Africa, Turkey, and Central and Eastern Europe.

He served as a Non-Executive Member of the Board of Directors of the Central Bank of Egypt.

He also served as a Non-Executive Member of the Board of Directors of the Sovereign Wealth Fund of Egypt from 2019 to 2023.

El-Khatib served as the Managing Director of Equity at the European Bank for Reconstruction and Development (EBRD) from 2014 to 2023.

He served as the Director for the Southern Eastern Mediterranean Region, Industry Commerce and Agribusiness at EBRD from June 2012 to March 2014.

Sherif Fathy for Tourism and Antiquities

Sherif Fathy is replacing Ahmed Issa as Minister of Tourism and Antiquities.

Issa served as the Minister of Tourism and Antiquities since 14 August 2022. 

Fathy served as the Minister of Civil Aviation in Sherif Ismail’s cabinet from March 2016 to June 2018.

He held numerous positions in various countries around the world, including Regional Manager for KLM Royal Dutch Airlines and Northwest Airlines, and Regional Manager for the International Air Transport Association (IATA) in the Middle East and North Africa.

Fathy also served as Advisor to the Chairman of the Holding Company for EgyptAir; General Manager of Revenue Maximization and International Organizations at EgyptAir; Chairman of Air Cairo; and CEO of Air Arabia.

Mahmoud Fawzy for Parliamentary Affairs

Judge Mahmoud Fawzy is replacing Alaa El-Din Fouad as Minister of Parliamentary Affairs.

Fouad served as the Minister of Parliamentary Affairs since 22 December 2019.

Fawzy obtained a Bachelor's degree in Law in 2000.

He earned a master’s degree in Private and Public Law in 2002.

He also obtained a master’s degree in International and Comparative Law from the Indiana University Maurer School of Law in the United States in 2009.

In October 2023, Fawzy resigned from his position as Deputy Head of the Council of State to direct the 2024 presidential campaign of President Abdel-Fattah El-Sisi.

Fawzy also presided over the Technical Secretariat in the National Dialogue.

He serves as the Secretary-General of the Supreme Council for Media Regulation.

Manal Awad Mikhail for Local Development 

Manal Awad Mikhail is replacing Hisham Amna as Minister of Local Development.

Amna served as the Minister of Local Development since 14 August 2022.

Mikhail, 57, making history - again - by becoming the first woman to be appointed as Minister of Local Development.

She made history for the first time in 2018 when she became the first female Coptic Christian to be appointed as the Governor of Damietta.

Mikhail served as Deputy Governor of Giza for Community Service and Environmental Development since 2015.

She also served as Deputy Director of the Veterinary Serum and Vaccine Research Institute (VSVRI) at the Ministry of Agriculture.

She earned a bachelor’s degree in Veterinary Sciences from Benha University in 1989.

She obtained a master’s degree from Alexandria University in 1995 and a PhD in Medical Sciences from Alexandria University in 1999.

Additionally, she was awarded the State Incentive Award in Scientific Studies in 2007.

Mikhail received a UNESCO Learning Cities Award in 2017.

Usama Al-Azhari for Religious Endowments

Sheikh Usama Al-Azhari is replacing Sheikh Mokhtar Gomaa as Minister of Religious Endowments.

Gomaa served as the Minister of Religious Endowments since 17 July 2013.

Al-Azhari, 48, graduated from Al-Azhar University as a religious scholar. 

He teaches Hadith, Logic, and Islamic Creed at Al-Azhar Mosque in Cairo.

He also holds a teaching post in the Faculty of Usul Al-Din and Da‘wah at Al-Azhar University.

Al-Azhari has served as an Advisor to the President for Religious Affairs since October 2014.

Sameh El-Hefny for Civil Aviation

Sameh El-Hefny is replacing Abbas Helmi as Minister of Civil Aviation.

Helmi served as the Minister of Civil Aviation since 13 August 2022.

He started his career as a pilot in Egypt’s flag carrier EgyptAir in 1988, becoming a distinguished aviator and instructor.

El-Hefny served as the Chairman and CEO of EgyptAir from March 2014 to September 2015.

He served as the President of the Egyptian Civil Aviation Authority from January 2018 to January 2019.

He has served as the Permanent Representative of Egypt in the International Civil Aviation Organization (ICAO) since January 2022.

Sherif El-Sherbiny for Housing, Utilities, and Urban Communities

Sherif El-Sherbiny is replacing Assem El-Gazzar as Minister of Housing, Utilities, and Urban Communities.

El-Gazzar served as the Minister of Housing, Utilities and Urban Communities since 14 February 2019.

El-Sherbiny earned a bachelor’s degree in Civil Engineering in 2005.

He worked in the Utilities and Designs Departments at the New Urban Communities Authority.

He served as Head of the Shorouk City Authority between 2018 and 2019; Head of the 6th of October City Authority in 2019; and Director of the Information Center at the New Urban Communities Authority.

El-Sherbiny has served as Head of the New Administrative Capital Authority since 2021.

Ahmed Hanno for Culture

Ahmed Hanno is replacing Nevine El-Kilany as the Minister of Culture.

El-Kilany served as the Minister of Culture since 14 August 2022.

Hanno, 56, earned a bachelor’s degree in Fine Arts from the Department of Printmaking in 1992.

He obtained a master’s degree in Experimental Animation Films from Cairo University in 1997.

Hanno has served as the Dean of the Field of Art and Design at Galala University since 2020.

He previously served as the Dean of the Faculty of Fine Arts at Helwan University.

Professor Hanno received a PhD degree in Art Philosophy and History, Visual Communication and Animation Films from Kassel University in Germany.

He holds another PhD in Philosophy of Art.

He founded the Animation Department in the National Board of Culture Centres at the Ministry of Culture.

He was a member of the selective committee of DAAD (German exchange program).

Mohamed Gobran for Labour

Mohamed Gobran is replacing Hassan Shehata as the Minister of labour.

Shehata served as Minister of Labour since 14 August 2022.

Gobran holds a BA in Commerce.

A veteran trade unionist for 30 years, he was elected President of the General Oil Syndicate in 2018.

He was elected President of the Egyptian Trade Union Federation in 2022.

Gobran was also elected as President of the Central Council of the International Confederation of Arab Trade Unions in April 2024.
